The ATLAS All-sky Survey System is carefully optimized to maximize survey capability for transient and moving objects per unit cost - in this regard it out-performs every other survey around. I will describe the ATLAS system: purchased hardware, custom-built hardware, software, and personnel, explaining some of the design choices that make ATLAS particularly effective.
